The complainant has requested information in relation to local government reorganisation. Gloucestershire County Council (the council) refused the request under section 12 of the FOIA as it considered responding would take over the appropriate cost limits. The Commissioner’s decision is that section 12 of the FOIA is engaged and the council has provided appropriate advice and assistance under section 16 of the FOIA. The Commissioner does not require the council to take any steps.
