The complainant has requested from the London Borough of Richmond upon Thames (the ‘Council’) information regarding an individual and a banning order. The Commissioner’s decision is that the request is vexatious and the Council has correctly applied section 14 of the FOIA to refuse the request. Therefore, the Commissioner does not require the Council to take any steps.
