The complainant has requested information relating to a proposed route of the Oxford to Cambridge Expressway. The Commissioner’s decision is that Highways England (HE) has correctly applied regulation 12(4)(d) (material in the course of completion) of the EIR to the withheld information. The Commissioner does not require the public authority to take any steps as a result of this decision notice.
