The complainant has requested information about discharge consents relating to the Whitburn sewage system. Northumbrian Water has refused to comply with the requests under regulation 12(4)(b) of the EIR (manifestly unreasonable requests) and considers the public interest favours maintaining the exception. The Commissioner’s decision is that the requests are manifestly unreasonable by virtue of being vexatious, and that the public interest favours maintaining the exception. The Commissioner does not require the public authority to take any steps.
