The complainant has requested information from the Royal Borough of Kingston upon Thames (“the Council”) broadly relating to properties within the Borough. The Commissioner’s decision is that the Council has correctly applied section 12 of the FOIA to the information falling within the scope of request 1 which relates to freehold properties. The Commissioner requires the Council to take no steps. This decision notice is currently under appeal to the Tribunal.
