The complainant has requested the social care records relating to a deceased person. Worcestershire County Council withheld the requested information under section 41(1) of the Freedom of Information Act. The Commissioner’s decision is that the Council has correctly withheld the requested information under sections 41(1), 40(2) and 40(1). The Commissioner has not identified a breach of section 10(1).
