The complainant has requested information on the cost of implementing the Ultra Low Emission Zone (ULEZ). TfL refused to disclose the requested information under regulation 12(4)(d) and 12(5)(e) EIR. The Commissioner’s decision is that TfL has incorrectly applied regulation 12(4)(d) and 12(5)(e) EIR in this case. The Commissioner requires the public authority to disclose the withheld information to which regulation 12(4)(d) and 12(5)(e) EIR have been applied.
