Transport for the North

T he complainant made a request for documents for the Northern Powerhouse Rail Strategic Outline Business Case. Transport for the North (TfN) refused the request citing the exception provided by 12(5)(e) (commercial confidentiality) and 12(4)(d) (material in the course of completion) of the EIR. The Commissioner’s decision is that TfN correctly applied regulation 12(4)(d) of the EIR to the withheld information and that the public interest favours maintaining the exception. Therefore, the Commissioner does not require TfN to take any steps as a result of this decision.
