The complainant has requested information relating to the national early years funding rates. The Department for Education (DfE) refused the request under section 35(1)(a) – information relating to the formulation and development of government policy. The Commissioner’s decision is that although the exemption is engaged, the public interest in maintaining the exemption does not outweigh that in disclosure. The Commissioner requires the DfE to disclose the withheld information.
