Elmbridge Borough Council

The complainant has requested information relating to a Local Plan.  Elmbridge Borough Council disclosed some information and withheld other information under the exception for information in the course of completion – regulation 12(4)(d) of the EIR.  The Commissioner’s decision is that Elmbridge Borough Council has correctly applied regulation 12(4)(d) to withhold the requested information. The Commissioner does not require the public authority to take any steps. Information Tribunal appeal EA/2020/0118 under appeal.
