University of Liverpool

The complainant has requested a variety of information regarding the use of canine cadavers. The Council of the University of Liverpool provided some of the information and relied on sections 43 (commercial interests) and 41 (breach of confidence) of the FOIA respectively to withhold some information. It also stated that it did not hold some of the requested information. The Commissioner’s decision is that the University is entitled to rely on sections 43(2) and 41(1) of the FOIA in the manner that it has done. She also considers that it holds no information within the scope of element [6] of the request. The Commissioner does not require further steps to be taken.
