The complainant requested information relating to the possible use of personal email addresses by officers at the Royal Borough of Greenwich (the council). The Commissioner’s decision is that the council was entitled to rely on section 14(1) when refusing to comply with the request, on the basis that it was vexatious. The Commissioner does not require the council to take any steps as a result of this decision notice.
