The complainant has requested files relating to the Habershon Report (1975). The Home Office refused to disclose any information within the scope of the request. The Commissioner’s decision is that the Home Office is entitled to rely on sections 31(1) and 40(2) of FOIA to withhold the requested information. The Commissioner does not require the Home Office to take any remedial steps.
