The complainant has requested a breakdown of the support provided to Ukraine and, in particular, the proportion of that support that has made it to Ukraine. The above public authority relied on sections 24 (national security), 26 (defence) and 27 (international relations) in order to withhold the requested information. The Commissioner’s decision is that the public authority is entitled to rely on section 27 of FOIA and that the balance of the public interest favours maintaining the exemption.
