The complainant requested information about Government proposals submitted to the European Commissioner regarding work permits for creative professionals. The Foreign, Commonwealth & Development Office (FCDO) refused to disclose the information on the basis of sections 27(1)(b)-(d) (international relations) of FOIA. The Commissioner’s decision is that the FCDO can withhold this information on the basis of sections 27(1)(b)-(d) and that in all the circumstances of this request the public interest favours maintaining the exemptions. The Commissioner does not require the FCDO to take any steps.
