The complainant has requested information held by University College London (UCL) about an investigation into the working culture at its School of Slavonic and Eastern European Studies (SSEES). The Commissioner’s decision is that UCL is entitled to rely on section 36(2)(b)(ii) and section 36(2)(c) (prejudice to the effective conduct of public affairs) of FOIA as its basis for refusing part one of the complainant’s request. The Commissioner has also decided that UCL has correctly applied section 40(2) (personal data) of FOIA to part two of the complainant’s request.
