The complainant has requested information from St George’s University Hospitals NHS Foundation Trust (the Trust) about applicants for jobs. The Trust refused to provide the information, initially citing section 22 (future publication) of FOIA but later withdrew that exemption and cited section 12 (cost exceeds limit) of FOIA. The Commissioner’s decision is that the Trust has cited section 12(1) of FOIA appropriately. He also accepts that the Trust could not offer any meaningful advice and assistance, given the context of the request.
