Summary
The proprietor assumed that a key letter he received from his UK agent about the need to pay the renewal fee had already been sent to him by fax. Whilst this explained why he did not open that letter it did not mean his action was reasonable. Moreover, the proprietor's action in repeatedly dismissing the renewal reminders he received from CPA as 'junk' mail suggested that he failed to take sufficient care to read them properly. The Hearing Officer refused to allow the request for restoration.
