Summary
On the last day of the period for filing its counter-statement the defendant asked for a one month extension (resisted by the claimant), but filed a draft version in case the Office did not agree. In a decision on the papers, the hearing officer admitted the draft to serve as the counter-statement, observing that the defendant could apply to amend it subject to the comptrollers discretion.
