Summary

Following a preliminary decision, BL O/304/05, both parties asked for an award of costs against the other side. That decision dealt with a number of issues and the Hearing Office came to the view that there was no “winner” or “loser” and that neither party had behaved unreasonably. Accordingly he decided to make no order for costs.
