Summary
The hearing officer received further submissions as to the comptroller-™s power to make orders under section 12 required to give effect to a finding on entitlement. The hearing officer found that the caselaw did not support a wider scope that allowed setting a royalty rate when the invention was already being exploited successfully. Minor changes were made to the terms of the order to specify timescale for performance.
