Housing benefit - rent allowance - long lease of flat which restricted ownership to a maximum of 75% of the value of the property with no rent payable on the remaining 25% - whether shared ownership lease for the purposes of regulation 12(2)(a) of the Housing Benefit Regulations 2006 - whether Blackburn with Darwen Borough Council v. DA (HB) [2014] UKUT 431 (AAC) correctly decided.
