In exercise of the powers conferred upon me by section 27(1) of the Health and Social Security Act 1984 and of all other powers enabling me in that behalf, I hereby make the following order:-
1. This order may be cited as the Health and Social Security Act 1984 (Commencement No. 2) Order 1986.
2. 1st July 1986 is the day appointed for the coming into force of the following provisions of the Health and Social Security Act 1984:
(a)section 1(3), (5)(a), (6) and (7) and Parts I and II of Schedule 1 (optical appliances);
(b)the repeals in Schedule 8 relating to-
(i)sections 44(1)(c), 46(1)(e), 72(5)(a), 81(b), 82(b) and 83(b) of, paragraphs 1(2)(c), 2(2)(a) and 6(3)(e) and (5)(iv) of Schedule 5 to, and Schedule 12 to, the National Health Service Act 1977,
(ii)sections 26 (other than subsection (2)(c)), 29(1), 64(5)(a), 73(b), 74(b) and 75(b) of, and Schedules 8 and 11 to, the National Health Service (Scotland) Act 1978, and
(iii)paragraphs 2(2) and (4) and 6(2) and (4) of Schedule 5 to the Health Services Act 1980;
(c)section 24 so far as it relates to the repeals mentioned in paragraph (b) of this Article.

This Order appoints 1st July 1986 as the day for coming into force of some provisions of the Health and Social Security Act 1984. The provisions effect, or arise out of, the removal of the dispensing of optical appliances from the general ophthalmic services provided as part of the health service and the replacement of that dispensing service by a system of payments towards the cost incurred for optical appliances supplied on a prescription following a sight test under the health service.
The following provisions of the Health and Social Security Act 1984 were brought into force by S.I. 1984/1302 on the following dates.
