The Secretary of State for Transport, in exercise of the powers conferred by section 84 of the Merchant Shipping Act 1970(1) and now vested in him and of all other powers enabling him in that behalf, and with the consent and approval of the Treasury hereby makes the following Regulations:
1. These Regulations may be cited as the Merchant Shipping (Fees) (Amendment) (No. 3) Regulations 1987 and shall come into force on 1st January 1988.
2. The Merchant Shipping (Fees) Regulations 1987(2) shall be further amended as follows-
in the Schedule, in Part IV
(a)the following shall be substituted for the words from the beginning of Part IV down to the end of service 3 of Section B
Service
1. For examination for a certificate of competency on each occasion on which a candidate presents himself for the practical oral part of the examination as-
(a)deck officer (fishing vessel) Class 1 | £85 |
(b)deck officer (fishing vessel) Class 2 | £70 |
(c)deck officer (fishing vessel) Class 3 | £85 |
(d)engineer officer (fishing vessel) Class 1 | £85 |
(e)engineer officer (fishing vessel) Class 2 | £70 |
2. For examination for a sight test certificate where it is a requirement for a candidate for an examination for a certificate of competency as a deck officer (fishing vessel) in cases 1(a), (b) or (c) above and for the grant of a certificate to a person passing the examination | £15 |
Service
1. For examination for a certificate of competency, where the written part is conducted by the Department of Transport, on each occasion on which a candidate presents himself for the whole examination as-
(a)deck officer Class 1 (master mariner) | £455 |
(b)deck officer Class 2 | £221 |
(c)deck officer Class 4 | £161 |
2. Where a candidate in case 1(a), (b) or (c) is examined in any part of the written but not in the practical oral part of the examination, or vice versa | 50% of the appropriate fee in 1, subject to a minimum of £105 |
3. For examination for a certificate of competency where the written part is not or has not been conducted by the Department of Transport on each occasion on which a candidate presents himself for the practical oral part of the examination as
(a)deck officer Class 1 (master mariner) | £85 |
(b)deck officer Class 2 | £85 |
(c)deck officer Class 4 | £70 |
(d)deck officer Class 5 | £70 |
(e)marine engineer officer Class 1 | £85 |
(f)marine engineer officer Class 2 | £85 |
(g)marine engineer officer Class 3 | £85 |
(h)marine engineer officer Class 4 | £70"; |
(b)the following shall be substituted for the words in service 7 of Section B-
"For examination for a sight test certificate where it is a requirement for a candidate for an examination for a certificate of competency as a deck officer or for a command endorsement in cases 1(a), (b) or (c) or 3(a), (b), (c) or (d) or 4(a), (b), (c), (d), (e) or (f) and for the grant of a certificate to a person passing the examination | £15"; and |
(c)there shall be added to section D the following paragraph-
"7. For the grant of a certificate of continued proficiency and up-dating of knowledge in respect of a certificate of competency or service | £16." |

(This note is not part of the Regulations)
These Regulations further amend the Merchant Shipping (Fees) Regulations 1987 to lay down the fees of the Department of Transport where only the practical examinations for masters and officers are conducted by the Department, as will normally be the case after 1st January 1988.
The Regulations also provide a fee for the grant of certificate of continued proficiency and updating of knowledge in respect of a certificate of competency or service.
S.I. 1987/63, to which there were amendments not relevant to these Regulations.
