The Minister of Agriculture, Fisheries and Food, the Secretary of State for Social Services and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred upon them by sections 13 and 118 of the Food Act 1984(1)and of all other powers enabling them in that behalf, hereby make the following Regulations, after consultation in accordance with section 118(6) of the said Act with such organisations as appear to them to be representative of interests substantially affected by the Regulations:-
1. These Regulations may be cited as the Slaughterhouses (Hygiene) (Amendment) Regulations 1987, and shall come into force on 5th February 1988.
2. In these Regulations the expression "the principal regulations" means the Slaughterhouses (Hygiene) Regulations 1977(2)and unless the context otherwise requires, any reference herein to a numbered regulation shall be construed as a reference to the regulation so numbered in the principal regulations.
3. Regulation 13 shall be amended by substituting for the words "fresh air intake or ventilation pipe" the words "opening of any ventilation pipe".
4. Regulation 37(b) shall be amended -
(a)by substituting for sub-praragraphs (iv), (v) and (vi) thereof the following sub-paragraph:-
"(iv)immediately after completion of bleeding all sheep and goats are completely skinned, save that -
(aa)any head not intended for human consumption need not be skinned if removed from the carcase at the time of skinning of the carcase;
(ab)when retention of the ears of sheep is necessary for certification purposes, they shall be removed immediately after certification; and";
(b)by inserting in sub-paragraph (vii) thereof after the word "sheep", the words "or goat".

(This note is not part of the Regulations)
These Regulations which apply to England and Wales, amend the Slaughterhouses (Hygiene) Regulations 1977 ("the principal regulations").
The Regulations -
(a)amend principal regulation 13 so as to provide that the opening of any ventilation pipe may not be located inside any slaughterhouse building (regulation 3);
(b)amend principal regulation 37(b) so as to exempt from the skinning requirements, the heads of sheep not intended for human consumption and so as to apply the same requirements to the heads of goats (regulation 4).
S.I. 1977/1805, to which there are amendments not relevant to these Regulations
