The Secretary of State, in exercise of the powers conferred upon him by the enactments set out in Schedule 1 to this Order and of all other powers enabling him in that behalf, and after consultation with such associations of local authorities as appear to him to be concerned and with the consent of the Treasury, hereby makes the following Order:
1.-(1) This Order may be cited as the Rate Support Grant (Scotland) (No.3) Order 1987 and shall come into force on the day after the day on which it is approved by a resolution of the House of Commons.
(2) In this Order-
"the 1963 Act" means the Local Government (Financial Provisions) (Scotland) Act 1963(1);
"the 1966 Act" means the Local Government (Scotland) Act 1966(2);
"the 1973 Act" means the Local Government (Scotland) Act 1973(3);
"the 1975 Act" means the Local Government (Scotland) Act 1975(4);
"the 1982 Act" means the Local Government and Planning (Scotland) Act 1982(5);
"the 1984 Act" means the Rating and Valuation (Amendment) (Scotland) Act 1984(6);
"the 1987 Act" means the Abolition of Domestic Rates Etc.(Scotland) Act 1987(7);
"the 1987 Order" means the Rate Support Grant (Scotland) Order 1987(8); and
"the 1987 No.2 Order" means the Rate Support Grant (Scotland) (No. 2) Order 1987(9).
2.-(1) The estimated aggregate amount of the rate support grants for the year 1988-89, as determined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £2,037,930,000.
(2) The amounts of the needs element and the domestic element and the estimated amount of the resources element of the rate support grants for the year 1988-89 shall be the amounts set out in the following table:-

3.-(1) For the purposes of paragraph 2A of Part 1 of Schedule 1 to the 1966 Act(10) (grant for rate relief given to certain recreational clubs) there shall be apportioned to each local authority set out in column 1 of the table in Schedule 2 to this Order the amount of the needs element for the year 1988-89 set out in column 2 of that table opposite to the name of that authority, which amounts are, in total, £3,200,000.
(2) There shall be apportioned to each local authority set out in column 1 of the table in Schedule 3 to this Order the amount of the remaining part of needs element for the year 1988-89 set out in column 2 of that table opposite to the name of that authority.
4. The amount prescribed for the year 1988-89 for the purposes of section 7(1) of the 1966 Act (reduction of rates on dwellings by reference to the domestic element) shall be 7 pence in the pound, being the amount which in my opinion corresponds to the amount of the domestic element for that year, as prescribed by article 2(2) of this Order.
5. For the purposes of section 9(3) of the 1963 Act (definition of standard penny rate product) the weighted population of an area for the year 1988-89 shall be the total population of the area as first estimated by the Registrar General of Births, Deaths and Marriages in Scotland in relation to 30th June 1986(11) and the national standard amount per head for the year 1988-89 shall be such as will result as nearly as may be in the distribution of the whole of the resources element for that year.
6. The estimated aggregate amount of the rate support grants for the year 1987-88 (which was fixed as £1,694,470,307 by article 2 of the 1987 No.2 Order), as redetermined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £1,688,110,661.
7. The amount of the needs element for the year 1987-88, which was varied to £1,406,270,307 by article 3 of the 1987 No.2 Order, is hereby further varied to £1,400,910,661.
8. There shall be apportioned to each local authority set out in column 1 of the table in Schedule 4 to this Order the amount of the needs element for the year 1987-88 set out in column 2 of that table opposite to the name of that authority.
9. The amount of the domestic element for the year 1987-88, which was prescribed as £91,100,000 by article 2(2) of the 1987 Order, is hereby varied to £90,800,000.
10. The estimated amount of the resources element for the year 1987-88, which was prescribed as £197,100,000 by article 2(2) of the 1987 Order, is hereby varied to £196,400,000.
11. The estimated aggregate amount of the rate support grants for the year 1986-87 (which was fixed as £1,664,415,021 by article 5 of the 1987 No.2 Order), as redetermined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £1,656,335,907.
12. The amount of the needs element for the year 1986-87, which was varied to £1,388,815,021 by article 6 of the 1987 No.2 Order, is hereby further varied to £1,380,835,907.
13. There shall be apportioned to each local authority set out in column 1 of the table in Schedule 5 to this Order the amount of the needs element for the year 1986-87 set out in column 2 of that table opposite to the name of that authority.
14. The estimated amount of the resources element for the year 1986-87, which was varied to £184,300,000 by article 9 of the 1987 Order, is hereby further varied to £184,200,000.
15. The estimated aggregate amount of the rate support grants for the year 1985-86 (which was fixed as £1,700,108,228 by article 10 of the 1987 Order), as redetermined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £1,700,892,301.
16. The amount of the needs element for the year 1985-86, which was varied to £1,391,308,228 by article 11 of the 1987 Order, is hereby further varied to £1,392,092,301.
17. There shall be apportioned to each local authority set out in column 1 of the table in Schedule 6 to this Order the amount of the needs element for the year 1985-86 set out in column 2 of that table opposite to the name of that authority.
18. The estimated aggregate amount of the rate support grants for the year 1984-85 (which was fixed as £1,671,736,538 by article 13 of the 1987 Order), as redetermined in accordance with the provisions of section 2(2) of the 1966 Act, is hereby fixed and prescribed as £1,670,870,312.
19. The amount of the needs element for the year 1984-85, which was varied to £1,442,336,538 by article 14 of the 1987 Order, is hereby further varied to £1,441,470,312.
20. There shall be apportioned to each local authority set out in column 1 of the table in Schedule 7 to this Order the amount of the needs element for the year 1984-85 set out in column 2 of that table opposite to the name of that authority which amounts are, in total, £1,439,170,312.
21. Article 4 of, and Schedule 2 to, the 1987 No.2 Order (which made provision for the apportionment of the needs element for 1987-88), article 7 of, and Schedule 3 to, that Order (which made provision for the apportionment of the needs element for 1986-87), article 12 of, and Schedule 4 to, the 1987 Order (which made provision for the apportionment of the needs element for 1985-86) and article 15 of, and Schedule 5 to, that Order (which made provision for the apportionment of the needs element for 1984-85) are hereby revoked.

(This note is not part of the Order)
This Order-
(a)in relation to the year 1988-89-
(i)fixes the estimated aggregate amount of the rate support grants payable under Part I of the Local Government (Scotland) Act 1966 to regional, islands and district councils in Scotland, and prescribes the division of this amount among the needs element, the domestic element and the estimated resources element (article 2);
(ii)prescribes the amount in the pound by which rating authorities are to reduce the rate in the pound which they would otherwise levy on dwellinghouses in their areas so as to take account of the amount of domestic element for the year (article 4); and
(iii)prescribes matters relating to the distribution of the different parts of the needs element, and the distribution of the resources element, of rate support grants among local authorities (articles 3 and 5);
(b)in relation to the year 1987-88-
(i)redetermines the estimated aggregate amount of the rate support grants and varies the amount of the needs element, the domestic element and the estimated amount of the resources element payable for that year (articles 6, 7, 9 and 10);
(ii)varies the needs element distribution (article 8); and
(iii)revokes article 4 of, and Schedule 2 to, the Rate Support Grant (Scotland) (No.2) Order 1987 (article 21);
(c)in relation to the year 1986-87-
(i)redetermines the estimated aggregate amount of the rate support grants and varies the amount of the needs element and the estimated amount of the resources element payable for that year (articles 11, 12 and 14);
(ii)varies the needs element distribution (article 13); and
(iii)revokes article 7 of, and Schedule 3 to, the Rate Support Grant (Scotland) (No.2) Order 1987 (article 21);
(d)in relation to the year 1985-86-
(i)redetermines the estimated aggregate amount of the rate support grants and varies the amount of the needs element payable for that year (articles 15 and 16);
(ii)varies the needs element distribution (article 17); and
(iii)revokes article 12 of, and Schedule 4 to, the Rate Support Grant (Scotland) Order 1987 (article 21);
(e)in relation to the year 1984-85-
(i)redetermines the estimated aggregate amount of the rate support grants and varies the amount of the needs element payable for that year (articles 18 and 19);
(ii)varies the needs element distribution (article 20); and
(iii)revokes article 15 of, and Schedule 5 to, the Rate Support Grant (Scotland) Order 1987 (article 21).
