Whereas in pursuance of section 3(3) of the Parliamentary Constituencies Act 1986() the Boundary Commission for England have submitted to the Secretary of State a report dated 9th February 1987 with respect to the areas comprised in certain constituencies in England and showing the constituencies into which they recommend, in accordance with the Parliamentary Constituencies Act 1986, that the areas should be divided:
And whereas the Secretary of State has laid that report before Parliament together with the draft of this Order in Council to give effect to the recommendations contained in the report and each House of Parliament has by resolution approved the said draft:
Now, therefore, Her Majesty, in pursuance of section 4 of the Parliamentary Constituencies Act 1986, is pleased, by and with the advice of Her Privy Council, to order, and it is hereby ordered as follows:-
Citation, interpretation and commencement
1.-(1) This Order may be cited as the Parliamentary Constituencies (England) (Miscellaneous Changes) Order 1987.
(2) In this Order "the 1983 Order" means the Parliamentary Constituencies (England) Order 1983().
(3) Subject to section 4(6) of the Parliamentary Constituencies Act 1986, this Order shall come into force on the fourteenth day after the day on which it is made.
Arundel, Chichester, Crawley, Horsham, Mid Sussex, Shoreham and Worthing
2. For the county constituencies of Arundel, Chichester, Horsham, Mid Sussex and Shoreham and the borough constituencies of Crawley and Worthing as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 5th May 1983 in respect of the constituencies of Arundel and Mid Sussex and those parts of the constituencies of Crawley and Shoreham which consist of wards of the Districts of Arun and Mid Sussex and 1st February 1983 in respect of the remainder of those constituencies and the constituencies of Chichester, Horsham and Worthing), there shall be substituted the constituencies which are named on the left-hand side of Part I of the Schedule to this Order and comprise the areas as set out on the right-hand side, which areas are:-
(a)in the case of the Rustington North and Rustington South wards of the District of Arun, those wards as they will exist on 7th May 1987 when Article 13 of the Arun (Parishes) Order 1985() comes into force, and
(b)in the case of the remaining areas, local government areas as they existed on 9th February 1987 (and accordingly as altered by the Adur, Arun and Worthing (Areas) Order 1985(), the Arun (Parishes) Order 1985, the Arun and Chichester (Areas) Order 1985(), the Crawley, Horsham and Mid Sussex (Areas) Order 1982(), the Horsham and Mid Sussex (Areas) Order 1985() and the Mid Sussex (Parishes) Order 1985()).
Banbury, Oxford West and Abingdon, Wantage and Witney
3. For the county constituencies of Banbury, Oxford West and Abingdon, Wantage and Witney as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 5th May 1983 in respect of that part of the constituency of Wantage which consists of wards of the District of South Oxfordshire and 1st February 1983 in respect of the remainder of that constituency and the constituencies of Banbury, Oxford West and Abingdon and Witney), there shall be substituted the constituencies which are named on the left-hand side of Part II of the Schedule to this Order, and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 9th February 1987 (and accordingly as altered by the Vale of White Horse (Parishes) Order 1986() and the West Oxfordshire (Parishes) Order 1985()).
Barrow and Furness and Westmorland and Lonsdale
4. For the county constituencies of Barrow and Furness and Westmorland and Lonsdale as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 1st February 1983), there shall be substituted the constituencies which are named on the left-hand side of Part III of the Schedule to this Order, and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 9th February 1987 (and accordingly as altered by the South Lakeland (Parishes) Order 1985()).
Bishop Auckland, City of Durham, Easington, North Durham and Sedgefield
5. For the county constituencies of Bishop Auckland, City of Durham, Easington, North Durham and Sedgefield as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 5th May 1983 in respect of those parts of the constituencies of Bishop Auckland and Sedgefield which consist of wards of the Districts of Sedgefield and Wear Valley and 1st February 1983 in respect of the remainder of those constituencies and the constituencies of City of Durham, Easington and North Durham), there shall be substituted the constituencies which are named on the left-hand side of Part IV of the Schedule to this Order and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 9th February 1987 (and accordingly as altered by the Cleveland and Durham (Areas) Order 1982(), the Durham (District Boundaries) Order 1986(), the Durham and Easington (Areas) Order 1985() and the Sedgefield (Parishes) Order 1983()).
Esher, Guildford, Mole Valley, North West Surrey, South West Surrey and Woking
6. For the county constituencies of Guildford, Mole Valley, North West Surrey, South West Surrey and Woking and the borough constituency of Esher as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 5th May 1983 in respect of that part of the constituency of Guildford which consists of wards of the District of Waverley and 1st February 1983 in respect of the remainder of that constituency and the constituencies of Esher, Mole Valley, North West Surrey, South West Surrey and Woking), there shall be substituted the constituencies which are named on the left-hand side of Part V of the Schedule to this Order, and comprise the areas set out on the right-hand side, which areas are local goverment areas as they existed on 9th February 1987 (and accordingly as altered by the Guildford (Parishes) Order 1984(), the Guildford (Parishes) (Variation) Order 1985() and the Surrey (District Boundaries) Order 1986()).
Gainsborough and Horncastle and Grantham
7. For the county constituencies of Gainsborough and Horncastle and Grantham as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 5th May 1983 in respect of that part of the constituency of Gainsborough and Horncastle which consists of wards of the District of East Lindsey and 1st February 1983 in respect of the remainder of that constituency and the constituency of Grantham), there shall be substituted the constituencies which are named on the left-hand side of Part VI of the Schedule to the Order and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 9th February 1987 (and accordingly as altered by the North Kesteven and West Lindsey (Areas) Order 1983()).
Halton and Warrington South
8. For the county constituency of Halton and the borough constituency of Warrington South as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 1st February 1983), ther shall be substituted the constituencies which are named on the left-hand side of Part VII of the Schedule to this Order, and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 9th February 1987 (and accordingly as altered by the Borough of Halton (Electoral Arrangements) Order 1986()).
Hertford and Stortford, South West Hertfordshire, Stevenage, Welwyn Hatfield and West Hertfordshire
9. For the county constituencies of Hertford and Stortford, South West Hertfordshire, Stevenage, Welwyn Hatfield and West Hertfordshire as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 1st February 1983), there shall be substituted the constituencies which are named on the left-hand side of Part VIII of the Schedule to this Order and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 9th February 1987 (and accordingly as altered by the Dacorum (Parishes) Order 1985(), the Dacorum and Three Rivers (Areas) Order 1985() and the East Hertfordshire and Welwyn Hatfield (Areas) Order 1985()).
Luton South, Mid Bedfordshire, North Luton and South West Bedfordshire
10. For the county constituencies of Mid Bedfordshire, North Luton and South West Bedfordshire and the borough constituency of Luton South as constituted by the Schedule to the 1983 Order (and described by reference to the localgovernment areas as they existed on 5th May 1983 in respect of that part of theconstituncy of Mid Bedfordshire which consists of wards of the Borough of NorthBedfordshire and 1st February 1983 in respect of the remainder of thatconstituency and the constituencies of Luton South, North Luton and South WestBedfordshire), there shall be substituted the constituencies which are named on the left-hand side of Part IX of the Schedule to this Order, and comprise the areas set out on the right-hand side, which areas are localgovernment areas as they existed on 9th February 1987 (and accordingly as altered by the Mid Bedfordshire (Parishes) Order 1984() and the South Bedfordshire (Parishes) Order 1985()).
Salisbury and Westbury
11. For the county constituencies of Salisbury and Westbury as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 1st February 1983), there shall be substituted the constituencies which are named on the left-hand side of Part X of the Schedule to this Order and comprise the areas set out on the right-hand side, which areas are local government areas as they existed on 9th February 1987 (and accordingly as altered by the Salisbury (Parishes) Order 1986()).
Stockton North
12. For the borough constituency of Stockton North as constituted by the Schedule to the 1983 Order (and described by reference to local government areas as they existed on 1st February 1983), there shall be substituted the constituency which is named on the left-hand side of Part XI of the Schedule to this Order, and comprises the areas set out on the right-hand side, which areas are local government areas as they existed on 9th February 1987 (and accordingly as altered by the Cleveland and Durham (Areas) Order 1982()).
Register of electors
13. Each electoral registration officer for the constituencies referred to in Articles 2 to 12 above shall make such re-arrangement or adaptation of the registers of parliamentary electors as may be necessary to give effect to this Order.

Explanatory Note
This Order gives effect without modification to the recommendations contained in the report of the Boundary Commission for England dated 9th February 1987. The report contains proposals for changes to the areas of certain parliamentary constituencies where local government area changes have resulted in inconsistencies between local government boundaries and the boundaries of parliamentary constituencies. Articles 2 to 12 of, and the Schedule to, this Order set out and describe the new constituencies, the boundaries of which will be consistent with the revised local government boundaries. By virtue of section 4(6) of the Parliamentary Constituencies Act 1986 the coming into force of this Order does not affect any parliamentary election until a proclamation is issued by Her Majesty summoning a new Parliament.
