The Rate Support Grant (Specified Bodies) Regulations 1988

The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, after consultation with such associations of local authorities as appear to them to be concerned, in exercise of the powers conferred on them by section 56(9)(a) of the Local Government, Planning and Land Act 1980(1) and section 2(7) of the Local Government Act 1974(2) and of all other powers enabling them in that behalf, hereby make the following regulations:-

Title and commencement

1. These regulations may be cited as the Rate Support Grant (Specified Bodies) Regulations 1988 and shall come into force on 2nd December 1988.

Specified Bodies

2. The following bodies are hereby specified for the purposes of section 56(9)(a) of the Local Government, Planning and Land Act 1980 namely:-

(a)The Local Government Training Board;

(b)The Fire Services Examinations Board;

(c)The Local Authorities' Race Relations Information Exchange;

(d)The Local Authority Management Services and Computer Committee (LAMSAC);

(e)The Local Authorities' Conditions of Service Advisory Board;

(f)The National Foundation for Educational Research;

(g)The Further Education Staff College;

(h)The National Institute of Adult Continuing Education;

(i)The Local Government International Bureau; and

(j)The Local Authorities Co-ordinating Body on Trading Standards.

Revocation

3. The regulations specified in the Schedule to these regulations are hereby revoked.

Explanatory Note

(This note is not part of the Regulations)

Section 2(7) of the Local Government Act 1974 and section 56(9) of the Local Government, Planning and Land Act 1980 empower the Secretary of State to defray expenditure incurred in the provision of services for local authorities by any body specified by him in regulations.

These regulations specify bodies in relation to whose services the power to defray expenditure applies. The previous regulations are revoked and the specified bodies have been consolidated in these regulations. The regulations specify the Fire Services Examinations Board and the Local Authorities' Race Relations Information Exchange which were not previously specified. The School Curriculum Development Committee specified in the Rate Support Grant (Specified Bodies) Regulations 1984 (S.I. 1984/85) and the National Metrological Co-ordinating Unit specified in the Rate Support Grant (Specified Bodies) Regulations 1981 (S.I. 1981/295) are no longer specified bodies having ceased to exist.
