1. This Order may be cited as the A13 Trunk Road (West of Heathway to Wennington Section, Trunk Road and Slip Roads) Order 1992 and shall come into force on 16th July 1992.
2. In this Order-
(1) all measurements of distance are measured along the route of the relevant highway;
(2) (i) "the main new road" | means the new highway which the Secretary of State proposes to construct along the route described in Schedule 1 to this Order; |
(ii)"the new trunk roads" | means the main new road and the slip roads; |
(iii)"the plan" | means the plan numbered LRO 64/74/2/01, marked "The A13 Trunk Road (West of Heathway to Wen nington Section, Trunk Road and Slip Roads) Order 1992", signed by authority of the Secretary of State for Transport and deposited at the Department of Transport, Romney House, 43 Marsham Street, London SW1P 3PY; |
(iv)"the Side Roads Order" | means "The A13 Trunk Road (West of Heathway to Wennington Section, Side Roads) Order 1992"; |
(v)"the further Side Roads Order" | means "The A13 Trunk Road (London Road Inter change, No. 2 Side Roads) Order 1992"; |
(vi)"the slip roads" | means the new highways which the Secretary of State proposes to contruct along the routes described in Schedule 2 to this Order and which connect the main new road with other highways at the places stated in that Schedule; and |
(vii)"the trunk road" | means the A13 Trunk Road known as Ripple Road and New Road and London Road. |
3. The main new road and the slip roads shall become trunk roads from the date when this Order comes into force.
4. The centre line of each of the new trunk roads is indicated by a heavy black line on the plan.
5. The Secretary of State directs as respects any part of a highway which crosses the route of any of the new trunk roads that-
(a)where the highway is maintainable at the public expense by a local highway authority, the part in question shall be maintained by that authority, and
(b)where the highway is not so maintainable and is not maintainable under a special enactment or by reason of tenure, enclosure or prescription, the Secretary of State shall be under no duty to maintain the part in question,
until, in either case, a date to be specified in a notice given by the Secretary of State to the highway authority for that highway. The date specified will not be later than the date on which the relevant route is opened for traffic.

The route of the main new road (given the reference number 1 on the plan) is at Dagenham in the London Borough of Barking and Dagenham and at Rainham and Wennington in the London Borough of Havering, and is about 7.60 kilometres in length. It starts at a point on Ripple Road 200 metres east of its junction with Morrison Road and first runs in a generally south-easterly direction away from Scrattons Terrace across Choats Manor Way and the London to Tilbury Railway Line, continuing on a viaduct over Dagenham Dock Station, Chequers Lane, Kent Avenue and north of Dagenham Breach within the Ford Motor Company Works, and crossing Thames Avenue south of the railway line. From Thames Avenue the route continues southeastwards across Manor Way, Rainham Creek and Ferry Lane, then turns and runs generally eastwards, recrossing the railway line and ending at a point on New Road 385 metres south-east of its junction with Sandy Lane.
The routes of the slip roads are as follows-
1. Junction with Ripple Road, the Ford Motor Company Works and Dagenham Avenue.
(a)A route (given the reference number 2 on the plan) from the eastbound carriageway of Ripple Road to a roundabout on the northern side of the main new road to be constructed by the Secretary of State pursuant to the Side Roads Order.
(b)A route (given the reference number 3 on the plan) from that roundabout to the eastbound carriageway of the main new road.
(c)A route (given the reference number 5 on the plan) from the westbound carriageway of the main new road to a roundabout on the southern side of the main new road to be constructed by the Secretary of State pursuant to the Side Roads Order.
(d)A route (given the reference number 4 on the plan) from the roundabout described at (c) of this paragraph to the westbound carriageway of Ripple Road.
2. Junction with New Road and Manor Way.
(a)A route (given the reference number 6 on the plan) from the eastbound carriageway of the main new road to a roundabout on the northern side of the main new road to be constructed by the Secretary of State pursuant to the Side Roads Order.
(b)A route (given the reference number 7 on the plan) from that roundabout to the eastbound carriageway of the main new road.
(c)A route (given the reference number 9 on the plan) from the westbound carriageway of the main new road to a roundabout on the southern side of the main new road to be constructed by the Secretary of State pursuant to the Side Roads Order.
(d)A route (given the reference number 8 on the plan) from the roundabout described at (c) of this paragraph to the westbound carriageway of the main new road.
3. Junction with Ferry Lane at Rainham Marshes.
(a)A route (given the reference number 10 on the plan) from the eastbound carriageway of the main new road to a roundabout on the northern side of the main new road to be constructed by the Secretary of State pursuant to the Side Roads Order.
(b)A route (given the reference number 11 on the plan) from that roundabout to the eastbound carriageway of the main new road.
(c)A route (given the reference number 13 on the plan) from the westbound carriageway of the main new road to a roundabout on the southern side of the main new road to be constructed by the Secretary of State pursuant to the Side Roads Order.
(d)A route (given the reference number 12 on the plan) from the roundabout described at (c) above to the westbound carriageway of the main new road.
4. Junction with New Road and London Road.
(a)A route (given the reference number 14 on the plan) from the eastbound carriageway of the main new road to a roundabout on the northern side of the main new road to be constructed by the Secretary of State pursuant to the further Side Roads Order.
(b)A route (given the reference number 15 on the plan) to the westbound carriageway of the main new road from a roundabout on the southern side of the main new road to be constructed by the Secretary of State pursuant to the further Side Roads Order.
