The Minister of Agriculture, Fisheries and Food, the Secretary of State for Scotland and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred on them by sections 16(1), (3) and (8) and 36 of the Plant Varieties and Seeds Act 1964((1)) and of all other powers enabling them in that behalf, after consultation in accordance with section 16(1) with representatives of such interests as appear to them to be concerned, hereby make the following Regulations:
1. These Regulations may be cited as the Seed Potatoes (Amendment) Regulations 1993 and shall come into force on 20th August 1993.
2. -�
(1) The Seed Potatoes Regulations 1991((2)) shall be amended in accordance with the following provisions of this regulation.
(2) In paragraph 6(2)(d) of Part III of Schedule 1, (classification of certified seed potatoes) in column 1 of the Table (diseases) the words "(including tobacco veinal necrosis virus infection)" shall be deleted.
(3) In paragraph 2 of Schedule 3 (classification of basic seed potatoes), in column 3 (tolerances)-�
(a)opposite the entry relating to Class Elite 1 (E1), for paragraphs (ii) and (iii) there shall be substituted the following paragraph:-�
"(ii)total virus disease (leafroll, severe mosaic and mild mosaic)-�0.5% of which not more than 0.1% (in total) shall be of leafroll and severe mosaic.";
(b)opposite the entry relating to Class AA for paragraphs (i) to (iv) there shall be substituted the following paragraphs:-�
"(i)deviations from variety and type and groundkeepers-�0.1%;
(ii)total virus disease (leafroll, severe mosaic and mild mosaic)-�1.0%, of which not more than 0.25% (in total) shall be of leafroll and severe mosaic;
(iii)blackleg-�1%".

These Regulations further amend the Seed Potatoes Regulations 1991.
They modify the tolerance for tobacco veinal necrosis virus infection in crops inspected with a view to classification as certified seed potatoes. The infection will no longer be separately identified and the tolerances for such infection will be determined by symptom expression (regulation 2(2)).
They also modify the tolerances for leafroll, severe mosaic and mild mosaic infection in crops inspected with a view to classification as basic seed potatoes. These diseases will no longer be separately identified in the tolerances (regulation 2(3)(a)). They also correct a drafting error in the tolerance for deviations from variety and type and groundkeepers in relation to Class AA seed potatoes specified in paragraph 2 of Schedule 3 to the 1991 Regulations (regulation 2(3)(b)).
