The Essex County Council (Haven Road Bridge) Scheme 1993 Confirmation Instrument 1994

The Secretary of State for Transport makes this Instrument in exercise of powers conferred by section 106(3) of the Highways Act 1980(1), and now vested in him(2), and of all other powers enabling him in that behalf:

1. The County Council of Essex (Haven Road Bridge) Scheme 1993 is hereby confirmed.

2. The said Scheme as confirmed (hereinafter referred to as the Scheme) is set out in the Schedule hereto and copies of the Scheme with its accompanying plan are deposited at the offices of the Chief Executive and Clerk, Essex County Council, PO Box 11, County Hall, Chelmsford CM1 1LX.

3. The Scheme will become operative on the date on which notice that it has been confirmed is first published in accordance with paragraph 1 of Schedule 2 to the Highways Act 1980.

4. This Instrument may be cited as The Essex County Council (Haven Road Bridge) Scheme 1993 Confirmation Instrument 1994.

THE SCHEDULETHE ESSEX COUNTY COUNCIL (HAVEN ROAD BRIDGE) SCHEME 1993

The Essex County Council (hereinafter referred to as the Council) make this Scheme in exercise of their powers under Section 106(3) of the Highways Act 1980 and of all other enabling powers:

1. The Council are authorised to construct over the navigable waters of the River Colne the bridge specified in the Schedule to this Scheme as part of the highway which they are proposing to construct between Greenstead Roundabout and Hythe Quay at Colchester in the Borough of Colchester in the said County.

2. This Scheme may be cited as the Essex County Council (Haven Road Bridge) Scheme 1993.

THE SCHEDULE TO THE SCHEMEPLANS AND SPECIFICATIONS OF THE HAVEN ROAD BRIDGE

The location and general design of the bridge are shown on the location plan and the drawing no 92062/P3(B) marked "The Essex County Council (Haven Road Bridge) Scheme 1993". The substructure of the bridge will be constructed in concrete and mainly clad in brickwork above the level of the river. The deck will be constructed in steel and concrete surmounted with a metal decorative parapet and brick piers.

The bridge will be in an area of the River Colne that is currently used as a turning basin for boats. The bridge will become the upstream limit of navigable waterway with a new turning basin being formed downstream of the bridge.

Points of Commencement and termination

From a point on the south bank of the River Colne 33 metres east of the junction of Hythe Quay and Haven Road and approximately 550 metres downstream of the New Hythe Bridge to a point on the north bank of the River Colne 170 metres south-west of the south-eastern end of Hawkins Road.

Span

A single span of 36 metres on a skew providing a minimum opening of 30 metres across the river. The west bank will be built out into the river by about 14 metres to accommodate the span. A new turning basin will be formed downstream of the bridge which will become the upstream limit of navigation.

Headway

A minimum headway of 1 metre above the River Colne flood defence level of 3.5 metres AOD, is to be provided below the bridge.

Overall Dimensions

The bridge will be 17.25 metres wide overall carrying a 10 metre wide single carriageway with a 2.0 metre wide footway on the northern side and a 3.25 metre wide combined footway and cycle track on the southern side.
