The Secretary of State, in exercise of the powers conferred on him by sections 2(9) and 15(5) of the Local Government Act 1988 (1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the Local Government Act 1988 (Defined Activities) (Exemption) (Tower Hamlets London Borough Council) Order 1994 and shall come into force on 21st September 1994.
(2) In this Order "the Borough" means the Council of the London Borough of Tower Hamlets.
2. The collection of refuse by the Borough shall not be treated as a defined activity so long as it is carried out in their area (other than in the wards of St Peter's, Spitalfields or Weavers) before 1st September 1995.
3. Cleaning of buildings by the Borough shall not be treated as a defined activity so long as it consists of the cleaning of the interior of any building or part of a building listed in the Schedule to this Order, or the interior or exterior of the windows of any such building, and is carried out before 1st September 1995.
4.-(1) Cleaning by the Borough shall not be treated as a defined activity so long as it consists of-�
(a)the removal of litter from any land, the emptying of litter bins or the cleaning of any street within any of the wards of the Borough other than St Peter's, Spitalfields or Weavers, or
(b)the emptying of gullies or the cleaning of traffic signs and street name plates within any of the wards of Bow, Grove or Park,and is carried out before 1st September 1995.
(2) In paragraph (1)(a) "removal of litter" does not include removal of litter on land provided in connection with housing accommodation provided by the Borough under Part II of the Housing Act 1985 (2).

Article 3
1. In the wards of the Borough other than Bow, Grove or Park, the buildings of-�
(a)any primary or secondary school maintained by the Borough in order to fulfil their duty under section 8 of the Education Act 1944 (3) (duty of local education authorities to secure provision of primary and secondary schools);
(b)any nursery school maintained by the Borough under section 24 of the Education Act 1980 (nursery education: England and Wales) (4);
(c)any school approved by the Secretary of State as a special school(5).
2. The buildings or parts of buildings occupied by the following-�
Bethnal Green English Language Centre, 47 Ramsey Street
Limehouse Youth Club, Garford Street, Westferry Road
Professional Development Centre, English Street
Montefiore Community Centre, Deal Street
Poplar Careers Centre, 52 East India Dock Road
Poplar Intermediate Education Centre, 56-�58 East India Dock Road
St Mathias Community Education Centre, Bullivant Street
Community Education Centre, 25-�33 Woodseer Street, Brick Lane
Stepney Careers Office, 37 Stepney Green
Bethnal Green Institute, 229 Bethnal Green Road
Shadwell Centre, The Highway
Tower Hamlets College at Empson Street, Jubilee Street, Poplar High Street and Raines Building, Arbor Square
Wapping Youth Club, Tench Street
(This note is not part of the Order)
Under Part I of the Local Government Act 1988 (competition), work falling within certain defined activities may be carried out by local authorities only if particular conditions are fulfilled.
This Order exempts from the requirements of Part I(i) the collection of refuse by the Tower Hamlets London Borough Council so long as it is carried out in their area (other than in the wards of St Peter's, Spitalfields or Weavers) before 1st September 1995; (ii) the cleaning of buildings so long as it consists of the cleaning of the interior of any building or part of a building listed in the Schedule to the Order, or the interior or exterior of the windows of any such building, and is carried out before 1st September 1995; (iii) cleaning so long as it consists of the removal of litter, the emptying of litter bins or the cleaning of any street within any ward in their area other than the wards of St Peter's, Spitalfields or Weavers, or the emptying of gullies or cleaning of traffic signs and street name plates within any of the wards of Bow, Grove or Park, and, in either case, it is carried out before 1st September 1995.
