The Secretary of State for Transport, in exercise of the powers conferred by section 60 of the Public Passenger Vehicles Act 1981(1) ("the 1981 Act") and sections 7(6)(d) and 134(1) of the Transport Act 1985(2) and of all other powers enabling him in that behalf, and after consultation with representative organisations in accordance with section 61(2) of the 1981 Act, hereby makes the following Regulations:-
1. These Regulations may be cited as the Public Service Vehicles (Traffic Regulation Conditions) (Amendment) Regulations 1994 and shall come into force on 1st February 1995.
2. The following regulation shall be substituted for regulation 3 of the Public Service Vehicles (Traffic Regulation Conditions) Regulations 1986(3)-
"3. In addition to the purposes set out in section 7(6)(a), (b) and (c), traffic regulation conditions may be determined for the purposes of-
(a)regulating the roads to be used and the manoeuvres to be performed when turning a vehicle in the provision of a service; and
(b)limiting the number of vehicles which may be used, or the frequency at which vehicles may be operated, in the provision of a service along all or part of its route whether generally or during particular periods or at particular times."

These Regulations amend the Public Service Vehicles (Traffic Regulation Conditions) Regulations 1986 by prescribing an additional purpose for which traffic commissioners may, pursuant to section 7 of the Transport Act 1985, determine traffic regulation conditions applying to local bus services registered under section 6 of that Act.
