The Secretary of State, in exercise of his powers under section 154(2) of the Railways Act 1993(1), hereby makes the following Order:
1. This Order may be cited as the Railways Act 1993 (Commencement No.3) Order 1994.
2. The following provisions of the Railways Act 1993 shall come into force on 22nd February 1994:
in section 4, subsections (1) to (3), (5) and (6) for the purposes of the functions of the Regulator under section 70; section 70;
in section 83, subsection (1) for the purposes of the definitions of "network licence"and "railway facility".

This Order brings into force, on 22nd February 1994, section 70 of the Railways Act 1993 and certain other provisions related to that section. Section 70 imposes on the Regulator duties in relation to a code of practice for protecting the interests of rail users who are disabled.
