The Secretary of State for Transport, in exercise of the powers conferred by section 6(1) and (3) of, and Part IV of Schedule 9 to, the Road Traffic Regulation Act 1984(1), and of all other powers enabling him in that behalf, and after consultation with the Commissioner of Police of the Metropolis pursuant to section 7(6) of that Act(2), hereby makes the following Order:
1. This Order may be cited as the A3 Trunk Road (Kingston Vale, Kingston Upon Thames) (Prescribed Routes) Order 1995 and shall come into force on 1st July 1995.
2. In this Order:
"Robin Hood Roundabout" means the roundabout site, which includes a triangular island site on its north-eastern side, in the trunk road at its junction with Kingston Vale (A308) and Robin Hood Way (A3); and
"the trunk road" means that length of the A3 Trunk Road in the Royal Borough of Kingston Upon Thames known as Kingston Vale.
3. Save as provided in article 5 below, no person shall cause or permit any vehicle to enter or proceed through the gap in Robin Hood Roundabout.
4. Save as provided in article 5 below, no person shall cause or permit any vehicle proceeding in the north-eastbound carriageway of the trunk road to make a U-turn, so as to proceed in the opposite direction, upon reaching the north-eastern extremity of Robin Hood Roundabout.
5. Nothing in articles 3 and 4 above shall apply to-
(a)any vehicle being used for fire brigade, police or ambulance purposes; or
(b)anything done with the permission or at the direction of a constable in uniform or of a traffic warden.
