The Queen's Most Excellent Majesty in Council
Whereas the Council for the Central Laboratory of the Research Councils is established by Royal Charter for purposes connected with scientific research and consists of persons appointed by a Minister of the Crown:
And whereas a draft of this Order has been laid before Parliament in pursuance of section 1(4) of the Science and Technology Act 1965(1) and approved by a resolution of each House of Parliament:
Now, therefore, Her Majesty, in pursuance of section 1(1) of the said Act, is pleased, by and with the advice of Her Privy Council, to declare, and it is hereby declared, as follows:-
1. The Council for the Central Laboratory of the Research Councils, whose objects are specified in the Schedule to this Order, is established as a Research Council for purposes of the Science and Technology Act 1965.
2. This Order may be cited as the Council for the Central Laboratory of the Research Councils Order 1995 and shall come into force on 1st April 1995.

Article 1
to promote high quality scientific and engineering research by providing facilities and technical expertise in support of basic strategic and applied research programmes funded by persons established in the United Kingdom and elsewhere;
to support the advancement of knowledge and technology, meeting the needs of research councils, other customers and their user communities, thereby contributing to the economic competitiveness of the United Kingdom and the quality of life;
to provide advice, disseminate knowledge, and promote public understanding in the fields of science, engineering and technology as engaged in by the Council under (a) and (b) above.
(This note is not part of the Order)
This Order declares the Council for the Central Laboratory of the Research Councils to be established as a Research Council for the purposes of the Science and Technology Act 1965 and specifies the objects of the Council.
