The Secretary of State for the Environment, as respects England, and the Secretary of State for Wales, as respects Wales, after consultation with such representatives of local government as appear to them to be appropriate, in exercise of the power conferred on them by sections 76(4) and 140(4) of the Local Government Finance Act 1988(1), and of all other powers enabling them in that behalf, hereby make the following Regulations:
1. These Regulations may be cited as the Revenue Support Grant (Specified Bodies) (Amendment) Regulations 1995 and shall come into force on 1st January 1996.
2. In relation to any financial year beginning on or after 1st April 1996, regulation 3 of the Revenue Support Grant (Specified Bodies) Regulations 1992(2) is amended as follows-
(a)paragraph (e) is omitted; and
(b)there is added at the end-
"(i)Public Private Partnerships Programme Limited;
(j)The National Youth Agency, as respects England.".

Sections 78 and 79 of the Local Government Finance Act 1988 provide for revenue support grant to be payable to any body which provides services for local authorities and which is specified by the Secretary of State in regulations.
These regulations amend the Revenue Support Grant (Specified Bodies) Regulations 1992 by adding the Local Government Public Private Partnerships Programme and the National Youth Agency to and deleting the Staff College from the list of specified bodies for financial years beginning on or after 1st April 1996.
