The Secretary of State for Social Security, in exercise of the powers conferred upon him by section 41(2) and (3) of the Jobseekers Act 1995(1) and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the Jobseekers Act 1995 (Commencement No. 1) Order 1995.
(2) In this Order, unless the context otherwise requires, references to sections and Schedules are references to sections of and Schedules to the Jobseekers Act 1995.
2. The day appointed for the coming into force of-
(a)sections 9(13) (meaning of employment officer), 19(10)(a) (meaning of employment officer), 35 (interpretation), 36 (regulations and orders) and 37 (parliamentary control) is 12th December 1995;
(b)the provisions specified in the Schedule to this Order for the purpose only of authorising the making of regulations is 12th December 1995;
(c)sections 27 and 34(3) and (7) (employment of long-term unemployed: deductions by employers)-
(i)for the purpose only of authorising the making of regulations, is 12th December 1995; and
(ii)for all other purposes is 6th April 1996;
(d)section 28 (expedited claims for housing benefit and council tax benefit and the exchange of information)-
(i)for the purpose only of authorising the making of regulations, is 12th December 1995; and
(ii)for all other purposes is 1st April 1996;
(e)section 29 (pilot schemes) is 1st January 1996;
(f)section 30 (grants for resettlement places) and the repeals in Schedule 3 relating to section 30 of and Schedule 5 to the Supplementary Benefits Act 1976 and section 41(5) in so far as it relates to them, is 1st April 1996;
(g)sections 33 (inspection), 34 (offences), 38(1)(b) and (5) (financial arrangements) and Schedule 2, paragraph 41 (questions for adjudication by the Secretary of State) and section 41(5) in so far as it relates to it, is 6th April 1996.

This Order provides for the coming into force on 12th December 1995 of provisions in the Jobseekers Act 1995 (c. 18) authorising the making of Regulations.
It further provides-
for section 29, which relates to the making of pilot schemes, to come into force on 1st January 1996;
for provisions in section 28, which relate to expedited claims for housing benefit and council tax benefit and exchange of information between authorities, to come into force on 1st April 1996;
for the provisions of sections 27 and 34(3) and (7), which relate to deductions which may be made by employers when they employ long-term unemployed people, to come into force on 6th April 1996;
for sections 33 (inspection), 34 (offences) and provisions relating to finance and Secretary of State questions, also to come into force on 6th April 1996;
for provisions relating to resettlement places (including section 30) to come into force on 1st April 1996.
