The Secretary of State for Wales, in exercise of the powers conferred on him by sections 140(4), 143(1) and (2) of, and paragraphs 4 and 6 of Schedule 8 to, the Local Government Finance Act 1988(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1.-(1) These Regulations may be cited as the Non-Domestic Rating Contributions (Wales) (Amendment) Regulations 1995 and shall come into force on 31st December 1995.
(2) In these Regulations, "the 1992 Regulations" means the Non-Domestic Rating Contributions (Wales) Regulations 1992(2).
2.-(1) The 1992 Regulations shall have effect in relation to financial years beginning on or after 1st April 1996 with the following amendments.
(2) In paragraph 4(1) of Schedule 1, for the formula there shall be substituted the formula
(3) In paragraph 2(12) of Schedule 2, for "0.97" there shall be substituted "0.992".
(4) In paragraph 8(1) of Schedule 2, for "1.6 per cent." there shall be substituted "1.5 per cent.".
(5) For Schedule 4 there shall be substituted the Schedule set out in the Schedule to these Regulations.

These Regulations apply to Wales.
Under Part II of Schedule 8 to the Local Government Finance Act 1988 billing authorities are required to pay amounts (called non-domestic rating contributions) to the Secretary of State. Provisional amounts are paid during the year, final calculations and payments being made after the year ends. They are calculated in accordance with the Non-Domestic Rating Contributions (Wales) Regulations 1992 ("the 1992 Regulations").
These Regulations make various technical amendments to the 1992 Regulations for financial years beginning with 1996/97.
1988 c. 41. Sections 140 and 143 were amended by the Local Government and Housing Act 1989 (c. 42, "the 1989 Act"), Schedule 5, paragraphs 69 and 72, and by the Local Government Finance Act 1992 (c. 14, "the 1992 Act"), Schedule 13, paragraphs 78 and 80. Paragraphs 4 and 6 of Schedule 8 were amended by the 1989 Act, Schedule 5, paragraph 42, and by the 1992 Act, Schedule 10, paragraph 6 and Schedule 13, paragraph 86.
