1.-(1) These Regulations may be cited as the Wireless Telegraphy (Television Licence Fees) (Amendment) (No. 2) Regulations 1996 and shall come into force on 1st August 1996.
(2) These Regulations extend to the United Kingdom.
2. The Wireless Telegraphy (Television Licence Fees) Regulations 1991(3) as they have effect in the United Kingdom shall be further amended by the addition to Schedule 3 (which specifies the fees payable for television licences payable by instalments) of the following:
"4. Easy entry television licence (colour only) | A licence to instal and use colour television receivers at the single place specified in the licence or (as the case may be) in the single vehicle or vessel so specified, which is issued to a person who, at the time of the issue, is in receipt of one, or more, income related state benefit. | An issue fee of £3.50 and 22 weekly instalments of £3.50 followed by 3 weekly instalments of £3.00." |

These Regulations make provision (in the United Kingdom) for an additional type of colour television licence for which fees are payable by instalments. This licence, called the "easy entry licence", will only be available to those who are in receipt of an income related state benefit. The Regulations provide for the payment of an issue fee and of weekly instalments thereafter. The total amount payable is £89.50.
