The Secretary of State, in exercise of the powers conferred on him by section 181(1) and (2)(c) of the Local Government etc. (Scotland) Act 1994(1) and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Colleges of Education (Local Government Re-organisation Consequential Provisions) (Scotland) Order 1996 and shall come into force on 1st September 1996.
2.-(1) Schedule 1 (composition of governing bodies) to the Colleges of Education (Scotland) Regulations 1987(2) shall be amended in accordance with the following paragraphs.
(2) Under the heading "MORAY HOUSE COLLEGE OF EDUCATION (INCORPORATING THE SCOTTISH CENTRE FOR PHYSICAL EDUCATION, MOVEMENT AND LEISURE STUDIES)" for heads (1) and (2) there shall be substituted-�
"(1) One person appointed by the City of Edinburgh Council from the members of any committee appointed by them in accordance with section 124 of the Local Government (Scotland) Act 1973(3);
(2) One person appointed by the Convention of Scottish Local Authorities from members of committees appointed by education authorities in accordance with the said section 124;".
(3) Under the heading "NORTHERN COLLEGE OF EDUCATION" for heads (1), (2) and (3) there shall be substituted-�
"(1) One person appointed by Dundee City Council from the members of any committee appointed by them in accordance with section 124 of the Local Government (Scotland) Act 1973;
(2) One person appointed by Aberdeen City Council from the members of any committee appointed by them in accordance with the said section 124;
(3) One person appointed by the Convention of Scottish Local Authorities from the members of committees appointed by education authorities in accordance with the said section 124;".
(4) Under the heading "ST ANDREW'S COLLEGE OF EDUCATION" for heads (1) and (2) there shall be substituted-�
"(1) One person appointed by the City of Glasgow Council from the members of any committee appointed by them in accordance with section 124 of the Local Government (Scotland) Act 1973;
(1A) One person appointed by East Dunbartonshire Council from the members of any committee appointed by them in accordance with the said section 124;
(2) One person appointed by the Convention of Scottish Local Authorities from members of committees appointed by education authorities in accordance with the said section 124;".

This Order makes amendments to the Colleges of Education (Scotland) Regulations 1987 which are consequential on local government reorganisation on 1st April 1996. Schedule 1 to the 1987 Regulations enables certain local authorities and the Convention of Scottish Local Authorities (COSLA) to appoint members to the governing bodies of Moray House College of Education, Northern College of Education and St Andrew's College of Education. This Order vests the local authority powers of appointment in the appropriate new council or councils and provides that the powers of COSLA are to appoint to the governing bodies of these colleges from members of the relevant committees of new councils dealing with education matters.
