The Secretary of State for Transport, in exercise of the powers conferred by sections 22(1A) and 57 of the Vehicle Excise and Registration Act 1994(1) and of all other powers enabling him in that behalf, hereby makes the following Regulations:-
1.-(1) These Regulations may be cited as the Vehicle Registration (Sale of Information) Regulations 1996 and shall come into force on 30th December 1996.
(2) In these Regulations "the register" means the register of mechanically propelled vehicles kept, under Part II of the Vehicle Excise and Registration Act 1994 on behalf of the Secretary of State, by the Driver and Vehicle Licensing Agency and does not include any register kept under that Act on behalf of the Secretary of State by Driver and Vehicle Licensing Northern Ireland.
2. The Secretary of State may sell information derived from particulars contained in the register-
(a)to such persons as the Secretary of State thinks fit; and
(b)for such price and on such other terms, and subject to such restrictions, as the Secretary of State thinks fit,
if the information does not identify any person or contain anything enabling any person to be identified.

These Regulations enable the Secretary of State to sell to any person he thinks fit information derived from the Great Britain register of mechanically propelled vehicles kept by him under the Vehicle Excise and Registration Act 1994. The terms of a sale are in the discretion of the Secretary of State, but the information sold must not identify any person or contain anything enabling any person to be identified.
