The Minister of Agriculture, Fisheries and Food and the Secretary of State for Scotland and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred on them by sections 1 and 8(1) of the Animal Health Act 1981(1), and of all other powers enabling them in that behalf, hereby make the following Order:
1. This Order may be cited as the Diseases of Animals (Waste Food) (Amendment) Order 1996 and shall come into force on 8th April 1996.
2. Article 2 of the Diseases of Animals (Waste Food) Order 1973(2) shall be amended by substituting for the definition of "processed" the following definition-
""processed"means-
in relation to waste food derived from ruminant animals which has been moved to processing premises from a slaughterhouse, knacker's yard, hunt kennel or premises used for the purpose of cutting up fresh meat intended for sale for human consumption, treated using any of the systems of heat treatment described in Commission Decision 92/562/EEC(3), as read with Commission Decision 94/382/EC(4) as amended(5) and
in relation to any other waste food, treated so that it is maintained for at least 60 minutes at a temperature of not less than 100°C (212°F) or treated by an alternative process which has been authorised in writing by the Minister or Secretary of State; and the expressions "processing" and "unprocessed" shall be construed accordingly;"

This Order amends the Diseases of Animals (Waste Food) Order 1973, which imposes a licensing requirement on persons possessing unprocessed waste food for the purpose of feeding it to livestock or poultry. The amendment replaces the definition of "processed" with a definition which requires waste food derived from ruminant animals which has been moved to processing premises from a slaughterhouse, knacker's yard, hunt kennel or premises used for the purpose of cutting up fresh meat intended for sale for human consumption to be treated using any of the systems described in Commission Decision 92/562/EEC as read with Decision 94/382/EC as amended by Decision 95/29/EC.
