The Secretary of State, being a Minister designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to measures relating to craft intended for recreational purposes, in exercise of the powers conferred upon her by that section and of all her other enabling powers, hereby makes the following Regulations:
1. These Regulations may be cited as the Recreational Craft (Amendment) Regulations 1998 and shall come into force on 28th February 1998.
2. In regulation 15(1)(b) of the Recreational Craft Regulations 1996(3), for the words "the Department of Economic Development" there shall be substituted the words "every district council".

These Regulations amend the Recreational Craft Regulations 1996 (S.I. 1996/1353) ("the principal Regulations").
Regulations 15 to 22 of and Schedule 15 to the principal Regulations relate to the enforcement of those Regulations. In that connection, in regulation 15(1), the enforcement authorities are stated to be "in Great Britain, weights and measures authorities" and "in Northern Ireland, the Department of Economic Development". However, for the purposes of enforcement of the principal Regulations in Northern Ireland, the principal Regulations should have provided for enforcement by "every district council" rather than the Department of Economic Development. The relevant amendment is made by these Regulations.
