Coming into force in accordance with article 1(2)
Whereas the Local Government Commission for England, acting pursuant to section 15(4) of the Local Government Act 1992(1) has submitted to the Secretary of State a report dated March 1998 on its review of the district of South Gloucestershire together with its recommendations:
And whereas the Secretary of State has decided to give effect to those recommendations:
Now, therefore, the Secretary of State, in exercise of the powers conferred on him by sections 17(2) and 26 of the Local Government Act 1992, and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the District of South Gloucestershire (Electoral Changes) Order 1998.
(2) This Order shall come into force for all purposes on 6th May 1999, except that for the purpose of all proceedings preliminary or relating to an election to be held on or after that date this Order shall come into force on the day after that on which it is made.
(3) In this Order-�
"the district" means the district of South Gloucestershire;
"existing", in relation to a ward, means the ward as it exists on the date this Order is made;
any reference to the map is a reference to the map prepared by the Department of the Environment, Transport and the Regions, marked "Map of the District of South Gloucestershire (Electoral Changes) Order 1998", and deposited in accordance with regulation 27 of the Local Government Changes for England Regulations 1994(3); and
any reference to a numbered sheet is a reference to the sheet of the map which bears that number.
2.-(1) The existing wards of the district(4) shall be abolished.
(2) The district shall be divided into thirty-five wards which shall bear the names set out in column (1) of Schedule 1.
(3) The wards shall comprise the areas described in column (2) of that Schedule by reference to parishes, or parishes and parish wards, or, where no area is so described, the area designated on the map by reference to the name of the ward and demarcated by red lines; and the number of councillors to be elected for each ward shall be the number specified in respect of that ward in column (3) of that Schedule.
(4) Where a boundary is shown on the map as running along a road, railway line, footway, waterway or other similar geographical feature, it shall be treated as running along the centre line of the feature.
3.-(1) The existing wards of the parish of Bitton shall be abolished.
(2) The parish shall be divided into three wards which shall bear the names North Common, Oldland Common and South and the wards shall comprise the areas designated on sheet 8 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for the North Common, Oldland Common and South parish wards shall be nine, seven and five respectively.
4.-(1) The existing wards of the town of Bradley Stoke shall be abolished.
(2) The town shall be divided into five wards which shall bear the names Baileys Court, Lakeside, Manor Farm, Primrose Bridge and Woodlands and the wards shall comprise the areas designated on sheet 6 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for each ward shall be three.
5.-(1) The existing wards of the parish of Dodington shall be abolished.
(2) The parish shall be divided into three parish wards which shall bear the names set out in column (1) of Schedule 2; each parish ward shall comprise the area of the district ward specified in respect of that parish ward in column (2) of that Schedule; and the number of councillors to be elected for each parish ward shall be the number specified in respect of that parish ward in column (3) of that Schedule.
6.-(1) The existing wards of the town of Filton shall be abolished.
(2) The town shall be divided into three wards which shall bear the names Charborough, Conygre and Northville and the wards shall comprise the areas designated on sheet 6 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for the Charborough parish ward shall be three and for each of the Conygre and Northville parish wards shall be five.
7.-(1) The existing wards of the parish of Mangotsfield Rural shall be abolished.
(2) The parish shall be divided into five wards which shall bear the names Badminton, Blackhorse, Emersons Green, Pomphrey and Springfield and the wards shall comprise the areas designated on sheet 7 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for the Badminton parish ward shall be six and for each of the Blackhorse, Emersons Green, Pomphrey and Springfield parish wards shall be three.
8.-(1) The existing wards of the parish of Oldland shall be abolished.
(2) The parish shall be divided into seven wards which shall bear the names Barrs Court, Cadbury Heath, Cock Road Ridge, Greenbank, Longwell Green, Willsbridge and Wraxall and the wards shall comprise the areas designated on sheet 8 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for the Cadbury Heath parish ward shall be seven; for the Longwell parish ward shall be four; for each of the Barrs Court and Wraxall parish wards shall be three and for each of the Cock Road Ridge, Greenbank and Willsbridge parish wards shall be one.
9.-(1) The existing wards of the parish of Sodbury shall be abolished.
(2) The parish shall be divided into three wards which shall bear the names North East, Old Sodbury and South West and the wards shall comprise the areas designated on sheet 9 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for each parish ward shall be five.
10.-(1) The existing wards of the parish of Stoke Gifford shall be abolished.
(2) The parish shall be divided into three wards which shall bear the names North, South and University and the wards shall comprise the areas designated on sheet 6 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for the North, South and University parish wards shall be five, six and one respectively.
11.-(1) The existing wards of the town of Thornbury shall be abolished.
(2) The town shall be divided into four wards which shall bear the names Central, North East, North West and South and the wards shall comprise the areas designated on sheet 5 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for each ward shall be four.
12.-(1) The existing wards of the town of Yate shall be abolished.
(2) The town shall be divided into seven parish wards which shall bear the names East, North, North West, South, South East, South West and West and the wards shall comprise the areas designated on sheet 9 by reference to the name of the ward and demarcated by orange lines.
(3) The number of councillors to be elected for each of the North, South East and West parish wards shall be four, and for each of the East, North West and South West parish wards shall be three and for South parish ward shall be one.
13. The number of parish councillors for each of the wards of the parish of Patchway shall be five.
14.-(1) In the Avon (Structural Change) Order 1995, article 9(3) and Schedule 2 and so much of article 9(1) as relates to the council of the district are hereby revoked.
(2) The District of Northavon (Electoral Arrangements) Order 1975 and the District of Kingswood (Electoral Arrangements) Order 1987 are hereby revoked.

This Order gives effect to recommendations by the Local Government Commission for England for electoral changes in the district of South Gloucestershire.
Article 2 abolishes all of the existing wards of the district and provides for the creation of 35 new wards. That article and Schedule 1 also make provision for the names and areas of, and numbers of councillors for, the new wards.
Articles 3, 4 and 6 to 12 make electoral changes in the parishes of Bitton, Bradley Stoke, Filton, Mangotsfield Rural, Oldland, Sodbury, Stoke Gifford, Thornbury and Yate and provide for the number of councillors.
Article 5 and Schedule 2 make electoral changes in the parish of Dodington and provide for the number of councillors.
Article 13 makes provision for the number of councillors in the parish of Patchway.
Article 14 revokes the District of Northavon (Electoral Arrangements) Order 1975, the District of Kingswood (Electoral Arrangements) Order 1987 and part of the Avon (Structural Change) Order 1995.
The areas of the new district and parish wards are demarcated on the map described in article 1(3). Prints of the map may be inspected at all reasonable times at the offices of South Gloucestershire District Council and at the offices of the Secretary of State for the Environment, Transport and the Regions which are located at 2nd Floor, Ashdown House, 123 Victoria Street, London, SW1E 6DE.
Section 17 is amended by section 39(4) and (5) of the Police and Magistrates' Courts Act 1994 (c. 29).
S.I. 1994/867, to which there are amendments not relevant to this Order.
