The Secretary of State for the Environment, Transport and the Regions, as respects England, and the Secretary of State for Wales, as respects Wales, in exercise of the powers conferred on them by section 175(1A) of the Local Government Act 1972(1), and of all other powers enabling them in that behalf, hereby make the following Regulations:
1. These Regulations may be cited as the Local Authorities (Members' Allowances) (Amendment) Regulations 1999 and shall come into force on 30th April 1999.
2.-(1) Regulation 17 (allowance in respect of conferences and meetings) of the Local Authorities (Members' Allowances) Regulations 1991(2) is amended, in paragraph (2), by the substitution of "£29.48" for "£28.62".
(2) The amendment made by paragraph (1) aplies in relation to attendance at a conference or meeting on or after 30th April 1999.
3. The Local Authorities (Members' Allowances) (Amendment) Regulations 1998 are hereby revoked with effect from 30th April 1999.

These Regulations further amend the Local Authorities (Members' Allowances) Regulations 1991.
Regulation 2(1) increases, by 3 per cent., to £29.48, the maximum which may be paid to parish and community councillors and to non-elected members of local authorities by way of allowances under section 175(1A) (allowances for attending conferences and meetings) of the Local Government Act 1972.
Regulation 2(2) provides for the increase to have effect in relation to attendances at conferences and meetings on or after 30th April 1999.
Regulation 3 revokes the Local Authorities (Members' Allowances) (Amendment) Regulations 1998 with effect from 30th April 1999.
