Whereas it appears to the Secretary of State for Wales that the persons referred to in Part I of the Schedule to this Order are persons exercising functions of a public nature;
And whereas it appears to him that the persons referred to in Part II of the Schedule to this Order are persons all or substatially all of whose activities are conducted under an agreement, or in accordance with arrangements, made with a public body within paragraphs (a) to (o)(i) of section 6(1) of the Welsh Language Act 1993(1) or a person acting as servant or agent of the Crown;
Now therefore, the Secretary of State for Wales, in exercise of the powers conferred on him by section 6(1) of the Welsh Language Act 1993, and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Welsh Language Schemes (Public Bodies) Order 1999 and shall come into force on 6th May 1999.
2. The persons referred to in the Schedule to this Order are specified for the purposes of Part II of the Welsh Language Act 1993.

Under Part II of the Welsh Language Act 1993 ("the Act") the Welsh Language Board may give a notice in writing to any public body to produce a Welsh Language scheme. Section 6 of the Act lists various public bodies for the purposes of Part II of the Act.
This Order specifies further public bodies for the purposes of Part II of the Act.
One order has previously been made under section 6 of the Act: the Welsh Language Schemes (Public Bodies) Order 1996 No. 1898
S.I. 1982/97.
The Educational Act 1995 was repealed by Section 582(2) and Schedule 38 to the Education Act 1996 c. 56, but the Special Educational Needs Tribunal was continued in existence by section 333 of the 1996 Act.
1973 c. 50. Section 10 was substituted by the Trade Union Reform and Employment Rights Act 1993 c. 19, section 45.
