The Secretary of State for the Environment, Transport and the Regions, at the request of the West Midlands Passenger Transport Executive, and in exercise of the powers conferred on him by section 3(2) of the Midland Metro (Penalty Fares) Act 1991(1) and of all other powers enabling him in that behalf, hereby makes the following Order:-�
1. This Order may be cited as the Midland Metro (Penalty Fares) (Activating) Order 1999 and shall come into force on 18th January 1999.
2. Sections 4 to 7 of the Midland Metro (Penalty Fares) Act 1991 shall have effect on and after 18th January 1999 with respect to travel on any Metro vehicle.

This Order gives effect, as from 18th January 1999, to the penalty fare provisions in sections 4 to 7 of the Midland Metro (Penalty Fares) Act 1991 with respect to travel on any vehicle of the Midland Metro system.
