The Secretary of State for the Environment, Transport and the Regions in exercise of the powers conferred by sections 17(2) and (3) of the Road Traffic Regulation Act 1984(1), and of all other powers enabling him in that behalf, after consultation with representative organisations in accordance with section 134(2) of that Act, hereby makes the following Regulations:-
1. These Regulations may be cited as the M621 Motorway (Speed Limit) Regulations 2000 and shall come into force on 11th August 2000.
2.-(1) No person shall drive any motor vehicle at a speed exceeding 50 miles per hour on the lengths of road specified in Schedule 1 to these Regulations;
(2) No person shall drive any motor vehicle at a speed exceeding 40 miles per hour on the lengths of road specified in Schedule 2 to these Regulations;
(3) No person shall drive any motor vehicle at a speed exceeding 30 miles per hour on the lengths of road specified in Schedule 3 to these Regulations.
3.-(1) The Motorways Traffic (Speed Limit) Regulations 1974(2) shall be amended by the omission of paragraphs 16 to 26 in Schedule 2 to those Regulations;
(2) The Motorways Traffic (M621 Motorway) (Speed Limit) Regulations 1983(3) and the Motorways Traffic (Leeds South East Urban Motorway) (Speed Limit) Regulations 1973(4) are hereby revoked.

1. The M621 westbound carriageway from a point 37 metres east of the centre line of Belle Isle Road Bridge, to a point 60 metres south west of the centre line of the Junction 1 east interchange bridge, a distance of 4994 metres.
2. The M621 eastbound carriageway from a point 60 metres south west of the centre line of the Junction 1 east interchange bridge, to a point 37 metres east of the centre line of Belle Isle Road Bridge, a distance of 5037 metres.
3. The M621 Junction 6 entry slip road from a point 66 metres from its junction with Belle Isle Road to its junction with the M621 westbound carriageway, a distance of 385 metres.

6. The M621 Junction 5 entry slip road from a point 47 metres from its junction with Tunstall Road to its junction with the M621 eastbound carriageway, a distance of 571 metres.
7. The M621 Junction 4 exit slip road from its junction with the M621 eastbound carriageway for a distance of 142 metres.
8. The M621 Junction 4 entry slip road from a point 128 metres from its junction with the Hunslet distributor interchange to its junction with the M621 westbound carriageway, a distance of 263 metres.
9. The M621 Junction 4 Hunslet exit slip road from its junction with the M621 for a distance of 108 metres.
10. The M621 Junction 3 exit slip road from its junction with the M621 westbound carriageway towards Dewsbury Road for a distance of 93 metres.
11. The M621 Junction 3 entry slip road between its junctions with Dewsbury Road and the M621 eastbound carriageway, a distance of 404 metres.

3. The M621 Junction 2 westbound entry slip road from its junction with the Ingram Road distributor interchange for a distance of 76 metres.
4. The M621 Junction 4 Hunslet exit slip road which extends from a point 108 metres east of the junction of the slip road with the M621 for a distance of 520 metres to the Hunslet distributor road.
1. The M621 Junction 2A entry slip road from its junction with Cemetery Road for a distance of 63 metres.
2. The M621 Junction 2A exit slip road from a point 273 metres from its junction with the M621 westbound carriageway to its junction with Cemetery Road, a distance of 28 metres.
3. The M621 Junction 3 exit slip road from a point 93 metres from its junction with the M621 westbound carriageway to its junction with Dewsbury Road, a distance of 173 metres.
4. The M621 Junction 3 exit slip road from a point 98 metres from its junction with the M621 eastbound carriageway to its junction with Meadow Road, a distance of 151 metres.
5. The M621 Junction 4 exit slip road from a point 142 metres from its junction with the M621 westbound carriageway to its junction with the Hunslet distributor interchange, a distance of 252 metres.
6. The M621 Junction 4 westbound entry slip road from its junction with the Hunslet distributor interchange for a distance of 128 metres.
7. The M621 Junction 5 exit slip road from a point 244 metres from its junction with the M621 westbound carriageway to its junction with Tunstall Road, a distance of 26 metres.
8. The M621 Junction 5 entry slip road from its junction with Tunstall Road interchange for a distance of 47 metres.
9. The M621 Junction 6 entry slip road from its junction with Belle Isle Road for a distance of 66 metres.
10. The M621 Junction 6 exit slip road from a point 276 metres from its junction with the M621 eastbound carriageway to its junction with Belle Isle Road, a distance of 36 metres.
(This note is not part of the Regulations)
These Regulations impose revised speed limits on the slip roads to (and specified lengths of) the M621 Motorway at Leeds, to take account of improvements and realignments. They replace speed limits previously imposed under Regulations which are revoked, in whole or in part. The principal provisions are as follows:-
(a)regulation 2(1) and Schedule 1 of these Regulations impose a 50 miles per hour speed limit on specified lengths of the motorway and slip roads comprised in the M621;
(b)regulation 2(2) and Schedule 2 of these Regulations impose a 40 miles per hour speed limit on specified slip roads comprised in the M621;
(c)regulation 2(3) and Schedule 3 of these Regulations impose a 30 miles per hour speed limit on specified slip roads comprised in the M621;
(d)regulation 3(1) of these Regulations revokes paragraphs 16 to 26 of Schedule 2 to the Motorways Traffic (Speed Limit) Regulations 1974 (which imposed a 50 miles per hour speed limit on specified lengths of motorway and slip roads comprised in the M621);
(e)regulation 3(2) of these Regulations revokes the Motorways Traffic (M621 Motorways) (Speed Limit) Regulations 1983 and the Motorways Traffic (Leeds South East Urban Motorway) (Speed Limit) Regulations 1973 which imposed speed limits of 30, 40 and 50 miles per hour on specified lengths of the motorway and slip roads comprised in the M621.
1984 c. 27; section 17 was amended by the New Roads and Street Works Act 1991 (c. 22), Schedule 8, paragraph 28 and Schedule 9 and by the Road Traffic Act 1991 (c. 40), Schedule 4, paragraph 25 and Schedule 8.
