The Minister of Agriculture, Fisheries and Food, being designated(1) for the purposes of section 2(2) of the European Communities Act 1972(2) in relation to the common agricultural policy of the European Community, acting in exercise of the powers conferred on him by the said section 2(2), hereby makes the following Regulations:
1. These Regulations may be cited as the Potatoes Originating in Egypt (Amendment) (No. 2) (England) Regulations 2000, shall apply to England and shall come into force on 30th November 2000.
2.-(1) The Potatoes Originating in Egypt Regulations 1998(3) shall be amended in their application to England in accordance with paragraphs (2) and (3) below.
(2) In regulation 2 (interpretation) for the definition of "the Decision" there shall be substituted-
""the Decision" means Commission Decision 96/301/EC authorising member States temporarily to take additional measures against the dissemination of Pseudomonas solanacearum (Smith) Smith as regards Egypt(4) as amended by the instruments listed in the Schedule to these Regulations;".
(3) After regulation 6 there shall be inserted the Schedule set out in the Schedule to these Regulations.

These Regulations, which extend to England and come into force on 30th November 2000, implement Commission Decision 2000/568/EC amending Decision 96/301/EC authorising member States temporarily to take emergency measures against the dissemination of Pseudomonas solanacearum (Smith) Smith as regards Egypt (OJ No. L238, 22.9.2000, p. 59).
The Regulations amend the definition of "the Decision" in the Potatoes Originating in Egypt Regulations 1998 (regulation 2(2)). Commission Decision 2000/568/EC renews the framework within which potatoes may be imported from Egypt into the territory of the European Community.
No regulatory appraisal has been prepared in respect of these Regulations.
